IBEROEKA Project (IB 06-478) “PADE”:
Platform for the Electronic Public Administration in Town Halls and Local Organizations

The project PADE: R+D of a Platform for the Electronic Public Administration in Town Halls and Local Organizations tries to facilitate the processes, the steps and the access to the Administration of citizens and public employees through an application to develop portals, intranets and services of electronic administration of the different town halls and local organizations in a proper time.

For the PADE project Concatel counts on the Brazilian company 2Pontos collaboration, in the frame of the IBEROEKA programme, aimed to encourage the cooperation among companies in research and technological development field in Latin American countries. Concatel thinks this collaboration benefits the entry into the Portuguese and Latin American market, apart from sharing the experience and the knowhow of the partner. The project will also count on Eurogaran subcontracting (Linux specialist) to install the operative systems.

The Platform for the Electronic Public Administration in Town Halls and Local Organizations is based on contents management technology developed by Concatel. It is about the Portal Framework ECM software that gives to the organizations the necessary tools to manage the contents life-cycle. The Portal Framework products include a wide range of applications and platforms for the development and global management of the information and infrastructure of communication in organizations and institutions.

In this way, Concatel is developing a packaged, scalable and adaptable product (to both existing applications and different technologies including free software compatibility). Specifically, the portals will be re-designed and conceived according to the specific characteristics of the each administrative local unit and its development will be useful to promote an important service transformation, at both internal (employees) and external (citizens, companies, and other organizations) levels.

Portal Framework allows the automate cloning of portals so the same structure is kept and only the contents and the graphic image are modified, reducing the process. The PADE project has the following technological news:  

Currently, Concatel is in the development phase, after finishing the analysis phase. Specifically, the Data structure creation and configuration is being carried out and we are working in MySQL platforms and templates configuration used for the web application. The Platform for the Electronic Public Administration in Town Halls and Local Organizations will be finished at the end of the next year and Concatel has a control and monitoring plan to guarantee optimum and relevant results according to the Public Administrations.
